Description

WVUI 0.3.0 was tagged and then added to core (as well as switching to the full bundle), see T289377: Release v0.3.0 (last minor version) of WVUI, rMW3775b3cf130a: Update WVUI to v0.3.0, and rMWa471d48e4a27: wvui: Change the 'wvui' module back to the full WVUI bundle

We should

use ToggleButton component created in T287135: Add ToggleButton component to WVUI
use ProgressBar component created in T286685: Add a progress bar component to WVUI (see T285607: Create and use a proper "loading" progress bar vue display)
update the devDependencies on WVUI to use 0.3.0
make sure our styles that try to override WVUI still display correctly
