Add COI disclosure to CreateAccount

Description

Suggesting to add a 'I am writing about myself, my friend, or employer (required to disclose)' tick box at the account creation page. When ticked, it shows three things

  1. a select box that asks to choose
  • about myself
  • about my company
  • about my friend
  • about my employer
  1. Text box to input name of what article they're editing or creating
  1. a tick box 'I am paid for my writing'

Then this information is used to

  • automatically generate the COI banner at the user page, and
  • automatically add an extra note to the welcome message at their talk page, saying "Please don't edit article about XXXXX directly. Use edit request at talk page. If writing a draft, please ask to do a references check (per [[WP:NOTABILITY]]) when the article is small (1-2 paragraphs long) before expanding it further."

The message should be configurable per-wiki.

This sounds like an overengineered solution ((for example, why "Text box to input name of what article they're editing or creating" if every account has a Contributions page anyway? How to know how that created page will be (re)named in the end?)), plus very wiki specific ([[WP:NOTABILITY]]), plus touches community policies ("don't edit article directly"), which first welcome broader discussion and a better problem definition in a better suited community venue, as there might be better solutions. Tasks should be actionable; proposing to decline this task in its current state.

Perhaps the contributor makes page 'Foo' and 'Bar', but has COI only about 'Bar', but not 'Foo'.

They need to specify the name of the article subject. They will be able to change it later at their personal page, where a {{COI}} template will have been inserted.

All of this will be highly wiki specific indeed - for various sister wikis and sister languages

This is an existing policy in English Wikipedia. This will be delivered to the user via a custom (configurable per-wiki, as per community consensus) message.

I believe these is scope to implement this in a versatile way suitable for any wiki, as COI disclosure is required at them all.

And perhaps the contributor may edit other pages in the future (e.g. companies split) that they did not expect to exist when they created an account, so this does not make much sense to me and sounds overengineered.
