[mwcli] Setup github mirror

Description

It would be great to have a github mirror of the mwcli repository to improve discoverability.
Such a mirror may also enable the project to take part in projects like hacktoberfest (If I could review things there, which could be possible with 2 way copying?)
Is there something already known within Gitlab for how we could do this?

Looks like Gitlab has options for this built in, but it either requires a password or ssh key to be specified.
I probably shouldn't use the ones for my own account, but I could setup something dedicated.
I guess there is something setup for the gerrit mirroring that already happens, perhaps we need a similar account for wmfgitlab.
