List of steps to reproduce (step by step, including full links if applicable):

Go to a talk page that has an h2 section without content
Example: https://test.m.wikipedia.org/w/index.php?title=Talk:EmptyH2&oldid=495991&safemode=1

What happens?:

The reply dialog opens in to the empty section
Additionally, the "back" navigation fails

What should have happened instead?:

The page should just display the content
