Add country-specific locales for Northern Sámi with different fallback languages

Description

The fallback language for Northern Sámi (se) was recently changed to add Norwegian Bokmål and Finnish as fallback languages. However, this is a problem because it will make the interface even less understandable for those in Finland. A solution that was proposed by Nike in Gerrit is to add extra country-specific locales for Northern Sámi that have different fallback languages for each country.
