Suggestion: If you would like to have local name of "user" namespace, you shoud also specify "user_talk".

user_talk -> ვიკიპედიელის_განხილვა

You can change the translation of namespaces like user and user_talk on translatewiki.net .

In my humble opinion you made a mistake. I don't know Georgian, but Google Translate said that "ვიკიპედიელი" means "Wikipedian". So, you should set $wgExtraNamespaces.

'wgExtraNamespaces' => array(

'kawiki' => array(
    NS_USER => 'ვიკიპედიელი',
    NS_USER_TALK => 'ვიკიპედიელის_განხილვა',
),

),
