The Portuguese Wikinews community has agreed to allow local uploads (images under fair use). Wikinews' official policy is in accordance with the Wikimedia Foundation's resolution, the laws of the United States and Brazil.

@Edu: Hello, this change has already been implemented: 758495: Enable Local upload on ptwikinews, which enabled the upload system on Portuguese Wikinews, and as I am also an admin on this wiki, I created two abuse filters that make the two criteria requested in the introduction of this task work (There was only this way to make it work), imported from ptwiki, being from here pt:w:Especial:Filtro_de_abusos/92 and pt:w:Especial:Filtro_de_abusos/173.
However, even with the upload system on the wiki activated, I ended up forgetting to include the shortcut to Wikinotícias:Carregar_ficheiro, so on the wiki the link to the Wikimedia Commons upload system still appears in the side menu, to correct this I created this change: 758497: Add 'wgUploadNavigationUrl' upload page of ptwikinews, to resolve this at 00:00–01:00 UTC Feb 2nd.
