Allow co.wikimedia (chapter wiki) bureaucrats to revoke sysop and bureaucrat permissions

Description

On request from Wikimedia Colombia Vicepresident, @JOAN, and because administrator and/or bureaucrat access to that wiki is restricted per policy to co.wikimedia staff and board members (and other selected users as authorized by their Board), they'd like to be able to remove these themselves. JOAN will shortly confirm the veracity of this request. Self-assigning as I'll patch it.
