prometheus-openstack-exporter in Bullseye

Description

Currently puppet runs are unhappy on labcontrol1005 (which I just now upgraded to Bullseye) for want of this package.

From reading

https://tracker.debian.org/pkg/prometheus-openstack-exporter

it looks to me like this package is ready to roll and @aborrero just needs to mash the 'release' button. If that's not right I can certainly install the package in our private repo instead.

The package is not available in the Debian Bullseye archive and the only way to make it present is to backport it. I don't think is worth the effort, better to have it in our internal repo as we did before.
