Errors listing or launching instances in WMCS horizon

Description

I consistently get timeouts trying to launch a new instance, e.g.

upstream request timeout
Error: Unable to create the server.

I previously received at least one error, with request ID req-3803e5eb-83ce-468e-bc3c-567755e28556. (Sorry, I didn't record the full message, just the request ID to search in logstash.) It now times out consistently.

I occasionally get an error trying to list existing instances, e.g.

Error: Unable to retrieve instances.
Unexpected API Error. Please report this at http://bugs.launchpad.net/nova/ and attach the Nova API log if possible. <class 'sqlalchemy.exc.OperationalError'> (HTTP 500) (Request-ID: req-e08108eb-d4ab-4842-9016-28958c5d162c)

This seems very likely to be related to T302146: Galera on cloudcontrol1004 going out of sync

Most probably it's a side effect of the above, yes, we still have some issues though the current status is more stable, can you try again see if you still get so many errors?

It's been stable for a few days already, I'll close the task, please open a new one and mention this if you still see issues.
