Don't say "To make the directory writable on a Unix/Linux system:"... if it's detected that MediaWiki is running on a Windows server.

Do we even do checks to see what the underlying OS is?

This is no longer an issue in the new installer, except for Sqlite (already logged bug)

Closing INVALID, the 1.17 installer doesn't tell you to make mw-config/ writable.

Sqlite *does* make this same mistake, but that's bug 24771.
