Users are sometimes hitting EZProxy's automated security rules for downloading too many items in a short time period. When this happens they get an error message about the docs.suspend.htm file not existing. We should add one, which explains what happened. The text can be something like:

You have tripped an automated security rule in EZProxy. Common reasons for this might be trying to download too many items in a short period of time or using a web proxy. Please contact the Wikipedia Library team at wikipedialibrary@wikimedia.org so this block can be reviewed.
