List of steps to reproduce (step by step, including full links if applicable):

Choose an article on French Wikipedia, e.g.
Try to export it with "Télécharger en PDF" (download as PDF")
Open the new file .pdf

What happens?:

the PDF shows 2 different TOC

What should have happened instead?:

Only one TOC should be shown.

Hi, a French user thought that there were no links on the first ToC, because the links aren't underlined.
