After what seems like a new update, the TOC overlaps the content area for users who have a larger font set as default in their browser settings (up to 3% according to some research). Here's Chrome with "Font size: Large" setting:
This is a part of the problem that I outlined in T313225: [EPIC] Various parts of MediaWiki don't respect default browser font size.
This seems to be fixed with later updates, for example in the patch linked from T312156#8096362: https://patchdemo.wmflabs.org/wikis/e5c4a1ddda/wiki/Water?useskin=vector-2022.
Also, this is still present on beta cluster with "Font size: Very large" in Chrome:
