@komla, we generally discourage personal Cloud VPS projects. There was a time when they were standard procedure for WMCS team members, but over time we decided that this was a poor use of shared resources. It is also difficult to reconcile with the guidelines at https://wikitech.wikimedia.org/wiki/Help:Cloud_VPS_project#Reviews_of_Cloud_VPS_Project_requests.
There are a number of projects that the WMCS team operates for testing that we can grant you access to. https://openstack-browser.toolforge.org/project/testlabs might be the most reasonable one for you to get access to initially.

Closing as declined, but I have added @komla as a project admin in the 'testlabs' project where he can play with creating instances and using other OpenStack features.
