Feature summary (what you would like to be able to do and where):
Currently any user who is not blocked are simply not included in the list of blocked users. If the tagging fails there is no way to tell without checking manually. The CheckUser block form should say what accounts / IPs were not blocked and for what reasons.

Would have made the reason why T313196 was happening much clearer.
