CheckUsers "Get users" design needs improvements

Description

The 'get users' results page needs a fair bit of design improvements, including to the checkuser block form which is at the bottom of the page. This task attempts to group any tasks that would improve the design of the 'get users' results by either adding new features or making the existing features clearer and easier to use.

There are two separate lists generated - one is a list of IP addresses, the other is the list of user agents, each starts with "1."

Not nice, but I think extra headers would simple waste space...

@Huji Do you think this'd be hard to fix? It is indeed, annoying and it'd be a start to overhaul the extension :-)

It will be easy to fix, but it is not worth spending time on. Right now, it is only an aesthetic issue; instead of spending time on it, we should overhaul CU completely.

In theory Special:Investigate's "IPs & User agents" table could be used to make the design clearer. The current system of bullet points with two nested lists isn't really ideal. Using headers for each user would add lots of extra content. A table seems most idea and in theory the code from Special:Investigate could be reused?

This task is quite vague and needs splitting into subtasks.

I think we can call this resolved given that all subtasks are now resolved or otherwise closed. The UI has been improved, though further improvements could be made at a later stage.
