This is undesired behavior in certain cases. An option should exist where you don't create a page, another option should exist where you can choose to delete the userspace pages while blocking the accounts (instead of replacing them with some template or something).

I am proposing that this task be declined.
I say this because I do not see the use-case of preventing a tag being added depending on if the user page / user talk page exists. Also the idea of deleting the page too. I want to prevent creating too many features in Special:InvestigateBlock that end up crowding the interface.
I'll leave this task as open for the time being to allow any thoughts on this.
