SX Preview and Publish: The publish result message doesn't change when publish target is updated

Description

What happens?:
At the top of the "Preview and Publish" step (last step of section translation workflow), there is a message
explaining to the user what the result of the publish action will be. This message is different for each
publish target option. However, when user clicks on the cog icon and updates the publish target option to "sandbox",
the message remains the same. The issue exists for both lead and non-lead sections.

Steps to replicate the issue (include links if applicable):

  1. Start a section translation and procceed to the last step (Preview and Publish)
  2. Press the cog icon and change the publish target
  3. Check that the message above the publish target remains the same

What should have happened instead?:
The message should be updated to reflect the updated publish target.
