DiscussionTools inserts a <span data-mw-comment-start> anchor to the beginning of the comment. When the comment starts with an internal link, the anchor is placed within the <a> tag. When the anchor is focused via URL fragment, a <div> is inserted after it to highlight the linked comment. When the div is inside the link, this messes up link dimensions, which results in some weird visual effects with misplaced underline:
