Web2Cit monitor should handle target-specific errors

Description

Right now, if Web2Cit server returns a translation error for one specific target in a domain, the monitor fails on the domain entirely (and no results are written on Meta-Wiki).

In these cases, the monitor should simply write the target-specific error on the results page (and do so using a template so we can translate it) instead of failing for the whole domain.
