Migrate code for generating MW K8s images to Scap repository

Description

The MediaWiki K8s images are generated by python scripts currently located in the release repo on GitLab. Some of the code there is meant to be called from Scap only, but it wasn't integrated into Scap in order to be able to release changes to prod more easily.

Since we have a new Scap's self-deploy mechanism in place, we can move the portions of the code relevant to Scap to its repository. The migrated code will need to sudo to mwbuilder and provide the right HTTP(s) proxy to the able to push the generated images.

Updated the task description to note @dancy recently ported all the logic in for building images in the release repo to python. Given that, is this still desirable?
