Description

the current touch areas will be retained in Vector for now when the wgVisualEnhancementsNext feature flag is disabled https://gerrit.wikimedia.org/r/c/mediawiki/skins/Vector/+/836967
The new touch area for icons will be 32 rather than 44 on desktop resolution. On mobile resolution they will continue to be 44x44 so as not to interfere with Minerva's display on mobile devices. https://gerrit.wikimedia.org/r/c/mediawiki/core/+/832328
