A dedicated tool for managing collections could allow technical writers and other documentarians to:

• create and maintain a list of collections
• maintain lists of pages in these collections, potentially in a structured way
• evaluate individual pages based on their viewership, number of edits and editors, number of related Phabricator tasks; all of these metrics would be available directly from the tool's interface
• evaluate entire collections based on aggregates of data collected for individual pages

In the long term, the tool could be expanded to include features like:

• collection analysis with automated tools, e.g. linters
