Description

As part of the work to make the Section Translation dashboard ready to become the default dashboard across platforms, this ticket proposes to implement the help panel that is only available on desktop right now:

This is a panel with the "Need help translating?" title and three links:

Statistics. Links to the CXStats page for the current language (example)
Give us feedback. Links to the Content translaiton talk page

The position of the module is adjusted depending on the available window size. On wider screens it is plaed on a separate column at the end, while on narrower screens it will appear below the lists of articles.

As can be seen from the screencast from the greek (el) production wiki) below, there is no spacing next to the icons in the list. Judging from the desired design provided in the task description, this should be equal to 8px, which is often used for such cases in our application. Setting it to that value for now, but we can always change that to any other value, if needed.
