Description

Steps to replicate the issue :

Go to an article that has no corss-wiki yet, for example go to "Maximum entropy spectral estimation" in English Wikipedia.
In the top right, there is a link named "Add languages" click on that.

What happens?:
We cannot add cross-wiki through that. "Search for a language" does not work and does not show any languages.

What should have happened instead?:
We should find language and add cross-wiki through that easily. "Search for a language" should show languages.

Software version :
New vector 2022.
Other information:
We cannot add cross wiki through these links:
