Feature summary
[[Special:SpecialPages]] is a very long page with multiple headings, and so needs a table of contents.
An example implementation is given here:

Note I've also moved the legend from the bottom to the top, as it makes more sense there.

One of the problems with this approach is that it doesn't look right in skins that pull the TOC out of page contents, such as the new Vector: https://en.wikipedia.org/wiki/Special:SpecialPages?useskin=vector-2022
