In vector 2022, when looking at a page in diff mode when and viewing the table of contents make the toc-beginning link go to the top of section 0, not the top of the browser page.

- Go to a page (e.g. https://test.wikipedia.org/w/index.php?title=Ċess_mgħaġġel&diff=554183&oldid=554182&useskin=vector-2022)
- Scroll down until the TOC appears
- Notice that clicking on any of the TOC headings orients you to that section of the page, except for the toc-beginning link which orients you on the top of the entire browser page (above the diff view)
- By setting this to target the top of the content in section-0, you would be able to get back to that section
Benefits (why should this be implemented?):
- Consistency across the table of contents
