A user emailed us saying they couldn't access the library due to a block, but they were already exempted. The actual issue was the recent activity criterion. Users still see the block message even with an exemption - we should limit the homepage error to the recent activity issue if they have an exemption, or otherwise denote that an exemption was granted against the block criterion in some way.
