Details are pending discussion with the Commons community (see T325699: FY22/23Q3 (January-March 2023) Toolhub conversations with Commons community), but the initial concept would be to create toolinfo.json structured data by scraping pages such as https://commons.wikimedia.org/wiki/Commons:Tools and import that data into Toolhub. This could be implemented as a new job for the toolinfo-scraper tool outputting the commonswiki equivalent of https://tools-static.wmflabs.org/toolinfo-scraper/enwiki_userscripts.json.
