First decide how to based on Frederik’s research ticket https://phabricator.wikimedia.org/T327430
Then expand this ticket with the approach we selected and the details.

AC:

  • After scaling, it should be possible to roll out CirrusSearch as is to all users we have now (can be reduced by deleted Wikibases)
  • Should be easy to roll back
