  1. Visit https://en.wikipedia.org/wiki/Special:Unblock using a non-admin account.
  2. Observe the error message text.

Aklapper removed a project: MediaWiki-Special-pages.

Use of Special:Unblock requires the block right. As the message is a permission error text for missing block right, it is correct. In this context it could be read wrong, but the permission error text is not aware of its context.
