Vector 2022: persistent link to jump to the top

Some users ask for a button that would allow jumping up to the top of the page, persistent on the page.

You can consider releasing such a button. But other solutions exist or could be possible.
Actually, the "Beginning" link in the TOC partially could be used for this goal. So I suggest to improve it instead of the creation of a new button.

Use case(s):
On Vector 2022, the Table of content has been deployed with the link "Beginning", which can be used to go to the top.
However, in long talk pages the ToC has a scrollbar. If you scroll down the ToC, the "Beginning" link disappears from the visible part of the ToC (exemple). The user needs to scroll back either in the ToC (to click the "Beginning" link) or in the content to go to the top.

Benefits
Making sticky both title "Content" and the "Beginning" link within the ToC will be an improvement for the TOC and it will completely answer this specific requirement of persistence.
