switch doc.wikimedia.org from eqiad to codfw

Description

This service is still in eqiad.

It was not covered by other tickets. It has its own dedicated backends but can also be failed over. (or can it not?)

If it can't, we shoud add reasons that block it. The default should be that everything switches over at each DC switch. needs justification to opt-out.

@hashar Is there a ticket for "work that needs to be done before doc hosts can switch data centers"? That would be great. Then I could use that here to set this stalled on it and it would make things clearer for next switch. Thank you!
