Cloud-vps Buster deprecation

Description

The end of life of Debian Buster is approaching in late 2023. There will be LTS support for Buster through 2024.

As soon as Bookworm is released we should start the drive to move users off of Buster and on to Bookworm. I don't think we should start pushing people from Buster to Bullseye but we can at least start the documentation and testing process. And, in the meantime we should figure out when our actual deadline is.

As of today there are 230 active buster hosts and 23 shut down hosts.

Anyone know why I got an email saying that I own a Cloud VPS project called "tools" that is going to be shut down? Did this go out to everyone with a Toolforge account?

On Friday I will delete the following VMs. All are running the long-deprecated Debian Buster OS and have been shut down for several months without user response or complaint.
