Vector 2022: consider showing closed sections of the TOC by default

Steps to replicate the issue (include links if applicable):

What happens?:

  • the tables of content are shown differently: in "Bruce Willis" the sections are open (and sub-sections are visible by default), while in "Brussels" they are not.

What should have happened instead?:

  • in all articles, sections should be closed and subsections hidden by default (the user would like to be able to choose how to display it by default, for exemple sections always closed)

Software version (skip for WMF-hosted wikis like Wikipedia):

Event Timeline

Just an observation about how it works. The sections are collapsed by default if there are 28+ sections regardless of level, expanded otherwise. Bruce Willis has 19 sections, so expanded. Brussels has 70 sections, so collapsed.

I think the task creator's main point was this: "the user would like to be able to choose how to display it by default, for example: sections always closed"

But the task is confusingly written.
