Background
As we add more features our need for an overflow menu increases. We want to allow users the opportunity to customize their toolbar and there are several ways to make it happen. One of the ways is to have the entry point to the overflow menu included in the toolbar.

The Task

• Investigate if users can customize their bottom toolbar if the TOC and overflow menu entry point (more) doesn’t move

Requirements
Customize toolbar entry point should remain in overflow menu
Whatever isn’t in the toolbar should go in the overflow menu
