We need to scale down v1 infrastructure to lower our compute costs.

Acceptance criteria
V1 infrastructure fully disabled and scaled down, while the critical infrastructure bits are moved from V1 IAC to V2 IAC

ToDo

• downscale the infrastructure iteratively, starting from the most costy parts like EC* resources and MSK clusters
• don't destroy elastic IP address (was created manually)
• scale down provision infrastructure of v1

Moving of critical infrastructure bits from V1 to V2 IAC will be covered in a separate ticket.
