Note that this project is for the upcoming Wikimedia-Hackathon-2023 so it may be renamed, abandoned, etc. But in the short term, I'd love to be able to create phabricator tasks to organize work alongside another developer who's interested in this project (T333678: PHP-based framework for managing host system MediaWiki install).
