Increase metricsinfra quota

Description

Project Name: metricsinfra
Type of quota increase requested: CPU and RAM
Amount to increase: +8 CPU and +16G RAM
Reason: The Prometheus instances seem to be frequently running out of RAM which results them in being unresponsible. To fix that I'd like to bump both instances from g3.cores4.ram8.disk20 to g3.cores8.ram16.disk20.
