Description

I am currently Phabricator admin.

Since I am going on a sabbatical I would like to hand over that role.

In a chat with Tyler we identified some users in releng currently do not have this ability but it's desired that they do.

We are not currently aware of a formal process for these requests (unlike for gerrit) but would like to have one (?).

This ticket is to add @jnuche and @dancy and remove myself. I can solve it myself but also wanted a paper trail.

(not really "SRE-Access-Request" but kind of it is and there is no general "access requests" or something)
