[envvars-api] Review and potentially increase the quota for secrets

Description

Currently we have 10 as the limit of secrets, that's probably enough for most cases, though would be nice to increase to 20 for example so even outliers will not hit the limit. Specially as they are not very expensive to maintain.

Updated all the existing tools to have 30, waiting for maintain_kubeusers to set the ones for the new tools.
