HotCat enforcing advanced mode on mobile

Description

Steps to replicate the issue (include links if applicable):

  • open a wiki project supporting HotCat (Norwegian bokmål Wikipedia and English Wikipedia tried) on mobile
  • ensure that you have advanced mode off (mobile on-wiki settings) and HitCat (gadget) enabled
  • enter any article page and observe the issue

What happens?:
Upon entering an article in non-advanced view on mobile with HotCat enabled, an error message occurs that reloads the page and enables advanced mode.

This happens due to the recent change that allows gadgets to load on mobile.

What should have happened instead?:
Advanced mode should not be enforced. HotCat should allow for users to browse un-advancedly.

Other information (browser name/version, screenshots, etc.):
Samsung Android used, app version of Google Chrome.

User scripts, gadgets, templates, custom CSS are local on-wiki content. Local content is managed independently on each wiki, by each wiki community themselves.
Phabricator is mostly used for MediaWiki, MediaWiki extensions, or server configuration, or by developers and teams to organize what they plan to work on.
