Description

Investigate the misalignment happening in the user menu links component and come up with a long-term solution.

To replicate: Navigate to Beta and click the notification bell on the top right hand corner. When the dropdown appears, the oo-ui-widget icons shift right and when you click the bell again to hide the dropdown, the oo-ui-widget icons remain shifted.
