Monitor performance implications of client preferences change

Timebox: 1hr

Following T341641 we should check in with our performance metrics to confirm that there is no change to performance as expected.

Since the inline script doesn't run for anonymous users who have not set a cookie we're not expecting to see any change, but we should confirm that most users are not setting a cookie.

Outcome

Please look at all the dashboards, in particular at first paint and time to last interactive for global traffic (Real devices) rather than synthetic test.

You'll likely need to wait a few days after deploy so this is likely blocked until at least August 18th

this is a screen shot from grafana https://grafana.wikimedia.org/d/t_bhsNGMk/chrome-user-experience-report?orgId=1&viewPanel=105 it has a rectangle to highlight the period in which client preferences change took places especially the inline script and it shows 0 degradation and looking further in the graph it shows an ever so slightly improvement that occurred from further optimisations

This seems reasonable to me.
