Please show local consensus for this change. Also I believe we have the functionality of this extension in core as of 1.18.

WONTFIX. It's been one month since a request for consensus for this change.
Also users can already reset their own passwords when they have valid email accounts setup in their account. I don't think our policy (for when the devs do it) supports resetting the passwords when they can't prove their identity (email is generally the perfered method).
