Special:NewPagesFeed "hist" link double URL encodes page titles

Reported by @Skynxnex at https://en.wikipedia.org/wiki/Wikipedia_talk:New_pages_patrol/Reviewers#URL_encoding_bug_for_some_characters_going_to_history_view_from_new_pages_feed

Steps to replicate the issue (include links if applicable):

  • Visit https://test.wikipedia.org/
  • Create a page with a special character such as ' in it, for example Test'
  • If you're autopatrolled, mark the page as unreviewed
  • Visit Special:NewPagesFeed
  • Find the page title. Next to it is a link that says (hist). Click on it
