Remove herald rule tagging #platform-engineering

Description

As the Platform Engineering team was disbanded we also need this rule to be removed. No replacement is needed at this time. The MediaWiki Platform team within MediaWiki Engineering has setup their own rule ({H425}) and we're currently working on moving items that the MediaWiki Engineering group will own as well as setting up our own herald rules for this. I believe we need an admin to do this removal per this article.

@Krinkle disabled {H263} 6 weeks ago (which was really teh perf team tag); replaced by {H425}.

I've filed T346811: Stop adding Platform Engineering to new wiki creation tasks to stop @Maintenance_bot adding that tag to the new wiki creation tasks (clarity if the new tag should be added, would be appreciated)... Which seems to be adding more usages than anything else, obviously

Can't check the transcript easily to find out which rule is adding it - https://phabricator.wikimedia.org/herald/transcript/5463091/ is broken per T294860: "Unhandled Exception: Call to a member function getAppliedTransactionPHIDs() on bool" when viewing old Herald Transcript... And from the titles of the (active and otherwise) herald rules, I'm struggling to spot which one it actually is...

Ah, it's {H328}; renamed to make it clear (CPT was throwing me), and disabled.
