The deletereason-dropdown MediaWiki message should be able to show certain dropdown entries only to oversighters and not normal admins

Use case(s) (list the steps that you performed to discover that problem, and describe the actual underlying problem which you want to solve. Do not describe only a solution):
Try to delete any page on the English Wikipedia and observe the dropdown menu for which reason to use includes several sections prominently marked as "OVERSIGHT ONLY".

Benefits (why should this be implemented?):
To avoid clutter in the deletion dropdown.

This is already possible, but some fix needs to be made. Currently enwiki puts all the predefined reasons in https://en.wikipedia.org/wiki/MediaWiki:Deletereason-dropdown.

The oversighter-only reasons should be moved to https://en.wikipedia.org/wiki/MediaWiki:Deletereason-dropdown-suppress (which is currently empty).

There's a link to edit the later message on the deletion page but it's only shown to oversighters, which makes it harder to find.
