Update Herald rule to tag Wikidata tech tasks

Description

#wdwb-tech ([DEPRECATED] wdwb-tech) is deprecated now, but {H380} still adds this tag to tasks automatically (e.g. at T349075). We need to update the Herald rule.

Is #wmde-wikidata-tech (wmde-wikidata-tech) the correct replacement tag or should it be something else? Perhaps we need to split the rule into several, based on what the right tag is?

Wikidata - Wikidata and / or Wikidata Dev Team, wmde-wikidata-tech for technical requests
Wikibase Product Platform - Wikibase Product Platform Team WPP
Wikibase Suite - Wikibase Suite Team
Wikibase.Cloud - Wikibase Cloud

Moreso, there are also some automated rules surrounding this board on Maintenance bot that I've been meaning to remove. This will be brought up to the Casual LOD engineering meeting for further clarification.

as per a talk at the LOD casual chat the decision is to just remove the rule and let every team manage their own tasks, processes and rules around them

I have changed H380 to now only add our tag under the same conditions that the deprecated tag has been added. If this becomes too many tasks, or we find that one of the old conditions doesn't apply to us, we can remove it.
